Clarification Statement Regarding the Ying Wa Primary School 
Chinese Music Development Project

Recently, there have been rumours suggesting that Giant Music Limited “refused to allow a certain tutor to teach after winning the bid” for the Chinese Music Development Project at Ying Wa Primary School. Such comments may not accurately reflect the facts, and I would therefore like to provide a brief clarification.

1. Our company had submitted a tender for the said Chinese Music Development Project in accordance with the procedures of the Parent-Teacher Association of Ying Wa Primary School and was once notified that our bid had been accepted. Subsequently, upon reviewing the overall arrangements and roles involved, we identified certain risks of conflict of interest and public perception, which had to be handled with prudence in line with the relevant guidelines of the Education Bureau and the Independent Commission Against Corruption.

2. In view of procedural fairness and the need to safeguard the reputation of all stakeholders, our company discussed the matter with the school and the Parent-Teacher Association. Both parties agreed that our company would withdraw from this tender and would not take up the services concerned. This arrangement was later confirmed in writing. The matter has thus been properly concluded from an administrative and procedural perspective.

3. The decision made by our company concerned whether to undertake the project as a whole, and did not target the teaching arrangement of any individual tutor. At no point in the process did our company make any selective refusal or last-minute veto concerning a tutor’s teaching. Describing the incident with phrases such as “refusing to allow a certain tutor to teach after winning the bid” does not accurately reflect the facts.

4. Our decision not to take up the project was not due to any lack of service capacity or unwillingness to honour a contract. It was a compliance decision made after careful evaluation, based on principles of integrity, risk management and procedural fairness. Our company has always attached great importance to professional ethics and collaborative relationships, and will continue to provide quality music education services for schools and students within an appropriate and compliant framework.

5. Our company urges all parties to refrain from spreading or repeating unverified or inaccurate statements in the absence of complete information, to avoid causing unnecessary misunderstanding or harm to any individual or organisation. We also reserve the right to take further action in respect of any malicious or false allegations made against our company or myself.
